Evaluation Of Khadi Gramodyog Vikas Yojana (KGVY)

The Evaluation study of KGVY, sponsored by the Development Monitoring and Evaluation Office (DMEO) NITI Aayog, New Delhi is prepared by the Inferential Survey Statistics and Research Foundation (ISSRF) New Delhi as member of the Consortium with Arun Jaitley National Institute of Financial Management (AJNIFM) Faridabad, Haryana. KGVY, a Central Sector Scheme with no state component implemented by the Khadi and Village Industries Commission (KVIC), has three components i.e. Khadi Vikas Yojana (KVY), Gramodyog Vikas Yojana (GVY) and Khadi Grants. The objectives included Assessment of Relevance, Effectiveness, Efficiency, Sustainability, Impact, Equity, and Coherence (REESI +E+C) of the Scheme; Organisation Assessment of the Khadi and Village Industries Commission; Cross-Sectional Thematic Assessment; Value Chain Analysis; and             Programme Rationalization. Based on the gaps identified and learnings during the evaluation, key recommendations have been made towards realization of full benefits of the scheme.
